Lok Sabha passes appropriation bill for 2024-25

Lok Sabha on Monday passed The Appropriation (No.2) Bill, 2024′ in Lok Sabha after the demands for grants of various ministries were “guillotined”.

Speaker Om Birla applied “guillotine” to the demands for grants of various ministries.

The Appropriation Bill authorises the government to use certain sums out of the Consolidated Fund of India for the expenditure of the central government for the financial year 2024-25. The bill entails authorisation of expenditure of about Rs 140 lakh crore.

The bill was moved for passage in the Lok Sabha by Finance Minister Nirmala Sitharaman.

The House earlier discussed demands for grants of some ministries including Health and Family Welfare and Education.

Rajya Sabha is also discussing demands for grants for some ministries.

On the last day of the days allotted for discussion on the Demands for Grants, at the time fixed in advance, the Speaker puts all the outstanding Demands for Grants to the Vote of the House. This process is known as Guillotine. The Presiding Officer calls for a vote for the remaining demands one after the other and all the demands are voted upon within the allotted time.

After the voting on the Demands has been completed, an Appropriation Bill is introduced in the Lok Sabha

seeking “to authorise payment and appropriation of the sums so voted, as well as those required for meeting the charged expenditure from and out of the Consolidated Fund of India for the services during the financial year.” The bill is later taken up in the Rajya Sabha for consideration and return.

The budget session of Parliament began on July 22 and is set to conclude on August 12. (ANI)
