The Supreme Court Collegium has recommended the appointment of new Chief Justices for the High Courts of Punjab and Haryana, Rajasthan, Allahabad, Gauhati, and Jharkhand. The Collegium, comprising Chief Justice of India DY Chandrachud and Justices Sanjeev Khanna and BR Gavai, passed the resolutions on December 27, which were uploaded on the official website on Thursday evening.
Justice Sheel Nagu, judge of the Madhya Pradesh High Court, has been recommended for appointment as Chief Justice of the Punjab and Haryana High Court. Justice Nagu was appointed as a Judge of the High Court of Madhya Pradesh in May 2011 and has been functioning there since then. Before his elevation as the judge, he practised at the High Court of Madhya Pradesh in constitutional, service, labour and criminal cases. The SC Collegium noted that “during his tenure of over 12 years as a Judge of the Madhya Pradesh High Court, he has authored more than 499 reported judgments”. “He has acquired extensive experience in dispensing justice at the High Court.
He is the seniormost puisne Judge in his parent High Court. He is considered to be a competent judge and possesses a high level of integrity and conduct required of a person holding high judicial office,” it added. The Collegium further recommended Justice Manindra Mohan Shrivastava, judge of the Rajasthan High Court, for appointment as Chief Justice of the Rajasthan High Court. Justice Shrivastava is presently functioning as Acting Chief Justice of the Rajasthan High Court and was appointed as a judge of the Chhattisgarh High Court in December 2009. Before his elevation as the judge, he practised at the Raigarh district court and High Courts of Madhya Pradesh and Chhattisgarh. His area of practice was constitutional, service, taxation, labour, civil and criminal cases and he specialised in constitutional, taxation and service law. The SC Collegium noted that “during his tenure of over 14 years as a Judge of the High Court, he has authored more than 505 reported judgments”.
“He has acquired considerable experience of dispensing justice in two High Courts,” it added. Justice Arun Bhansali, judge of the Rajasthan High Court, has been recommended for appointment as Chief Justice of the Allahabad High Court. Justice Bhansali was appointed as a Judge of the Rajasthan High Court in January 2013 and has been functioning there as a senior puisne Judge. Before his elevation as the judge, he practised at the Jodhpur bench of the Rajasthan HC in civil, company, Constitutional and taxation cases.
The SC Collegium noted that “during his tenure of nearly eleven years as a Judge of the High Court, he has authored more than 1,230 reported judgments”. “He has acquired extensive experience in dispensing justice in the Rajasthan High Court. He is considered to be a competent judge with sound legal acumen and, would therefore be an eminently suitable choice to be elevated as Chief Justice of the largest High Court in the country,” it added. Another Collegium resolution recommended Justice Vijay Bishnoi, judge of the Rajasthan High Court, for appointment as Chief Justice of the Gauhati High Court.
Justice Bishnoi was appointed as a Judge of the Rajasthan High Court in January 2013 and has been functioning there as a senior puisne Judge. Before his elevation as the judge, he practised at the Rajasthan High Court and the Central Administrative Tribunal at Jodhpur and dealt with civil, criminal, constitutional, service, and election cases. The SC Collegium noted that “during his tenure of nearly eleven years as a Judge of High Court, he has authored 652 reported judgments”. “He has acquired extensive experience in dispensing justice in the Rajasthan High Court. He has maintained a high order of professional ethics at the Bar and the Bench and his conduct and integrity are beyond reproach,” it added. It also recommended Justice BR Sarangi, judge of the Orissa High Court, for appointment as Chief Justice of the Jharkhand High Court. Justice Sarangi was elevated as a Judge of the Orissa High Court in June 2013 after completing 27 years of regular practice at the Bar before the High Court and the Supreme Court. The SC Collegium noted that “during his tenure of more than 10 years as a Judge of High Court, he has authored more than 1,056 reported judgments”. “He has acquired considerable experience in dispensing justice in the High Court…While making the recommendation, the Collegium has duly taken note of seniority of Judges of the High Court of Orissa,” it added.
